'Vulnerable' teen made kind offer to neighbour that saw him arrested and 'screaming in pain'

Victoria Doyle said her son Jason was out walking when a seemingly minor incident rapidly escalated into something more serious, with police arresting the 19-year-old in alarming footage

A mum has shared video footage of her "vulnerable" son being violently arrested after trying to help a neighbour.

Jason, 19, was walking in Speke, Liverpool on Friday, March 22, when he was arrested. The teenager can be heard screaming, "I've got mental health problems, get off me," in the incident which was filmed by a neighbour and is now being investigated by the police's professional standards department.

Jason had spotted police cars outside a neighbour's house on Dam Wood Road, Speke, reports the Liverpool Echo. According to Victoria, when he saw the neighbour might be taken away by police, he asked them if they needed their dogs to be fed while they were away. The mum-of-two, who was on the phone to her son at the time, then heard a police officer telling him to put the phone down. When he refused, the officer allegedly swore at Jason.

Victoria said she heard Jason reply: "I'm not under arrest, and I won't give you my phone". She then says she heard her son "screaming in pain" and yelling, "I've got mental health problems, get off me" before the phone went dead. Victoria rushed to Dam Wood Road to find her son, Jason and saw a lot of police cars, with her son in an unmarked vehicle.

"Jason was crying in the car, and the police stopped me from talking to him. But he was moving his head to show me his injuries," she said. She later learned that Jason had been arrested for calling a policeman a "maggot", something Jason strongly denies. Jason was taken to Belle Vale police station in a police van, and Victoria started looking for witnesses to his arrest.

"I went around knocking on doors to find out what happened - asking people for video and CCTV footage," she explained. Eventually, she found a neighbour who had filmed the incident on their phone. The video shows two police officers pulling Jason down to the pavement, then holding him down, while a third officer tries to handcuff him. A fourth officer moves in and appears to swing a punch at Jason while he's on the ground.

When she saw the footage, Victoria said she "broke down", adding: "I just fell to my knees when I saw it". She believes that Jason "whacked his head on the kerb" as he was brought to the ground during his arrest. Victoria said he was taken from the police station to Whiston Hospital, where he stayed until 10.30pm on Friday evening. Jason was sent home from the hospital, but he was in "excruciating pain" because of injuries to his head, neck and jaw. The next day, his mum took him back to the hospital, where he was given diazepam and codeine tablets to help with the pain. He was also told to see a physiotherapist. Victoria says that Jason "hasn't been eating or drinking" since the incident last Friday. She has made a complaint to Merseyside Police and spoken to a lawyer.

Detective Superintendent Louise Birchall from Merseyside Police Professional Standards Department said: "We are aware of a video that shows a man being arrested in Speke on Friday 22 March. A formal complaint has been made to the force and our Professional Standards Department will carry out a thorough review into this incident and the actions of officers. We are liaising with the complainant and will update them on the progress of the investigation. We understand that this video viewed in isolation could be a cause for public concern, but it's important that the full circumstances of the incident are fully investigated. It would therefore be inappropriate to comment further until a full review has taken place."
